35,000 wealthy earners pay no income tax

More than 35,000 people who had income of more than $200,000 in 2009 paid no federal income taxes that year, according to a?new report from the Internal Revenue Service.

The non-taxpayers were among the top 3 percent of all earners with more than $200,000 in "expanded income," which includes?adjusted gross income plus other less common sources of income such as tax-exempt interest or foreign income.

The number of wealthy people who paid no federal income taxes rose between 2007 and 2009, thanks in part to new tax credits, according to the report.?

Programs such as a relatively new refundable alternative minimum tax credit and the first-time homebuyer credit helped a tiny portion of these wealthy earners to zero out their federal tax bill.

Some of those credits were introduced as a way to help spur spending and economic growth.??Previously, the main tax credits available only applied to people with lower incomes.

For 2009, the report found that about nearly 4 million people, or about 2.8 percent of all taxpayers, had expanded income of $200,000 a year. About 0.8 percent of them, or?35,061 people, paid no federal income tax.

More than 4,000 of those people benefited from the new tax credits, according to the report.

The total number of wealthy people?who did not pay any income taxes increased slightly from 2008 but saw a major jump from 2007, likely due to a combination of factors.

In general, the report noted,?it takes a number of?credits and deductions for?a wealthy person can zero out a tax bill.?These can include things like tax-exempt interest, medical deductions and charitable contributions.

Some wealthy taxpayers are also likely paid taxes to other countries even if they did not pay them in this country.

Nearly half of all? American households don?t pay any federal income taxes, thanks to tax credits, deductions and other provisions in the tax code. However, many of those taxpayers are poor or elderly.

The issue of whether wealthy people pay their fair share of income taxes has been in the spotlight for nearly a year, since billionaire Warren Buffett implored lawmakers to tax the rich more. The so-called Buffett Rule, which would have required some millionaires to pay more in taxes, was rejected by the Senate in April.

Beryl set to dump rain, regain storm status

Tropical Depression Beryl is expected to dump a foot of rain in parts of the Southeast coast on Tuesday, a day after drenching areas and claiming the life of an 18-year-old who was swallowed up by a rogue wave.

Beryl is also expected to build up strength and "could regain tropical storm status" on Wednesday as it approaches South Carolina, the National Hurricane Center stated.

The body of Ritchy Dauphin washed ashore Tuesday morning, about 12 hours after he went missing in violent surf near Daytona Beach, Fla., NBC affiliate WESH-TV reported. Dauphin and a friend had ignored the rip tides and high surf.

"They were pretty far away," Tacorey Williams, one of Dauphin's friends, told WESH. "I don?t know how many feet, but they were above waist."

"He tried to help," she said of the friend with Dauphin, "but the wave pushed him (Dauphin) farther" out.

Beryl left little property damage after making landfall with 70 mph winds around midnight Sunday in Jacksonville, Fla.

But 20,000 customers remained without electricity in the city Monday evening.

Moreover, up to 10 inches of rain are expected from northern Florida to southeastern North Carolina on Tuesday. Some areas could see 15 inches.

By early Tuesday, Beryl, which had weakened to a tropical depression, had maximum sustained winds near 30 mph. It was centered about 10 miles northwest of Valdosta, Ga., and was moving north at about 2 mph.

A frontal system moving south from the Great Lakes is expected to cause the storm do a U-turn and push it back out to sea later in the week.

The Atlantic's six-month storm season officially begins Friday, but the season got off to an early start with Tropical Storm Alberto forming earlier this month off the coast of South Carolina.

Jacksonville, because of its location on an inward curve in the Florida coast, rarely takes a direct hit from a tropical storm or hurricane.

"I hope this is not a sign of things to come," said Sen. Bill Nelson, D-Fla. "Normally the hurricanes are forming out in the Atlantic and as they come toward the coast of the United States, the Gulfstream has a tendency to turn them north."

The rain was welcome on the Georgia coast for bringing some relief from persistent drought. According to the state climatologist's office, as of May 1, rainfall in Savannah was 15 inches below normal for the past 12 months.

Emergency officials said minor flooding was reported near the coast, but the ground was quickly soaking up the water. Winds had died down considerably.

"We've needed it for a long time," said Ray Parker, emergency management director for coastal McIntosh County south of Savannah, who said the worst damage came by trees falling on two homes overnight. "Most of it soaked right in before it had a chance to run off. It fell on an empty sponge."

Beverly Macy: This Is Not a Bubble -- It's a Wave, and You're Not on It

In surfing, it's the 'tube' ride or 'cracking the barrel' that creates heroes. There's an aura around those who've mastered this skill and they say that words fail to describe the magnificence of the ocean and the ride.

In fact, tube riding is a super-advanced skill, and most surfers spend their lifetimes surfing without ever getting "tubed" (the term used for being inside the barrel of the wave).

Conditions have to be absolutely perfect for the wave to create the tube and for the surfer to be inside it.

I think about this when I read about the Facebook/social media bubble. Those busy wringing their hands are missing the point entirely. This is not a bubble. This is a wave, and if your company doesn't know that yet, then you're already missing the ride.

Business has changed. Communication has changed. The social-mobile-local-cloud (SoLoMoClo) is producing multi-billion dollar ecosystems that are changing how we communicate, collaborate, compensate, and coordinate resources and information.

Every year on Saturday before Memorial Day, the Roanoke Days festival wraps up. ?Saturday at noon, there?s a parade of the old-fashioned sort that Dad?s family really likes. ?They like it so much that they invite themselves to come over whether we?re having a party or not. ?Even though the grill is broken, Mom and Dad decided to have the party anyway. ?Fortunately, Crazy Aunt J (Mom?s sister, not Dad?s) volunteered the use of her grill, so the food was on after all.

Carousel HorseThe day of the parade was supposed to be really hot. ?I think it?s the hottest parade day we?ve ever had since we lived here. ?Mom and Dad made plans for us to stay in the basement in comfort while the parade was going on. ?I had my snazzy pink Thundershirt to wear, too, since they like to blare their sirens and drums sometimes. ?Kuster and Morgan both had their crates downstairs and when people started arriving, Mom took Blue and I downstairs with our beds and left the television on so we could watch something while the humans were outside. ?Dad had some SAR training that morning, so Mom was the only one home with us, at least until Dad could get home from his class.

The StageMom hadn?t realized that people were at the house, because they were hanging out outside and she was finishing getting ready inside. ?When she realized people were here, she hurried Blue and me downstairs and rushed to take the stuff outside to the table. ?As she went out, she pulled the last outside door closed behind her so the cold air wouldn?t go outside so much.

The MidwayShe went to the front to talk with the family and Stepgranny asked her if she could put the fruit salad in the refrigerator. ?Mom went to get it and take it inside and realized that everyone was locked out of the house. ?She called Dad, just before the parade was starting, and he said he was just leaving training. ?Mom had a bad feeling about him getting there to see any of the parade with us, and she reminded him to hurry up. ?Sadly, this meant that I have no pictures from the parade to show you, since the camera was locked inside with us.

The Ferris WheelDown in the basement, I had no worries whatsoever. ?I didn?t know we were locked in and I had Morgan and Kuster to keep me safe, along with my snazzy pink shirt and a comfortable couch. ?As far as I?m concerned, that is the way to enjoy the parade. ?Let the humans sit out there catching candy and sweat.

Just as the parade was getting to the end, Grandpa and Grandma along with Dad?s three youngest brothers, arrived. ?A little bit after that, Dad arrived. ?He unlocked the door and there was a stampede of humans trying to get to the bathroom. ?I was glad I was downstairs for that, although it did get Kuster and Morgan pretty fired up. ?I could have done without the Shepherd Symphony in stereo.

Finally, the humans got the hot dogs on the grill and the party was finally getting started. ?Dad took Kuster upstairs to visit for a while and he promptly went to work on charming Grandma into giving him some food. ?He was working the crowd pretty hard.

I sent Mom up through the festival to get some pictures so you could see a little what it?s like, since I couldn?t go through it myself. ?We found it funny that they put up their rude orange ?No bikes, No skateboards, No animals of any kind? signs along a street where five of the eight houses that we know of all have dogs that live there, and our county is the capitol for feral cats. ?But I?m getting off the subject. ?I sent Mom to do a little shopping a picture-taking, and then she came home.

Kuster Makes His MoveAfter Mom came back, a lot of the humans were leaving. ?Tractor Guy and Peanut?s family had a wedding to go to. ?Hot Dog and Favorite Niece?s family had a graduation party to go to. ?Even Number Nine was at a graduation party for a classmate and had to be picked up. ?So, it was time for the most important part of the party, which was my big appearance.

Blueberry Makes An AppearanceI went out in the heat to greet my company and enjoyed seeing them immensely. Grandma couldn?t resist feeding me potato chips and being a good hostess, I had to oblige. ?I mean, really, it would have been rude not to. ?After a few minutes, Blueberry came out to join us, too. ?We charmed the guests as best we could until we just couldn?t take the heat anymore and Dad brought us inside. ?The rest of our guests had to leave at that point, anyway.

And Potato Chips Will Fall From the SkyIt was a shorter party than usual, but it was a lot of fun. ?The best part was that Dad cooked some hot dogs on the grill just for us, which we enjoyed for dinner and for breakfast on Sunday. ?Just call me the hostess with the mostest! ?We?ll see everyone back in July for our fireworks party.

In addition to implementing treatment plans, therapists teach patients how to use helpful devices. For instance, they may show patients how to use crutches the proper way. It is also common for them to teach patients how to use prosthetics and wheelchairs. They even demonstrate how the exercises can be performed at home to make for a speedier recovery. Johnson overcomes Dufner to win at Colonial

FORT WORTH, Texas (AP) ? Zach Johnson won the Colonial for his first victory since also winning at Hogan's Alley two years ago, pulling ahead Sunday when Jason Dufner finally faltered.

Johnson was assessed a two-stroke penalty for failing to replace his ball to its original position after marking it on the 18th hole. That left him with a 2-over 72 and a one-stroke victory.

"I'm going to focus on the positives, because I hit a really solid putt and it's a good thing I made it," Johnson said. "No harm, no foul. It was my fault."

Johnson moved his original ball mark out of the line of Dufner's putt on the 18th green. But he forgot to move it back before his final 5-foot putt.

Even with the penalty assessed before signing his scorecard, Johnson's 12-under 268 total was enough to edge Dufner, who closed with a 74.

Tommy Gainey was a distant third at 7 under after a 67, a stroke better than Jim Furyk.

In what was essentially a match-play final round for the winner's plaid jacket, Johnson took command at the 414-yard 15th hole. Dufner's approach hit the left side of that green then rolled into a ditch, leading to a triple bogey that put him four strokes back after Johnson's par.

It was the eighth PGA Tour victory for Johnson, who won $1,152,000. The 2007 Masters champion's record streak of 15 consecutive under-par rounds at Colonial ended.

Dufner's only two PGA Tour victories came in the last four weeks, a stretch when he also got married.

After winning last week at the Byron Nelson Championship, he was trying to match Ben Hogan, his hero, as the only players to win both PGA Tour events in the Dallas-Fort Worth area in the same year. Hogan did it in 1946, when the tournaments weren't played in consecutive weeks.

"Pretty good run, today obviously a little disappointing to play that poorly and not kind of a chance there at the end," said Dufner, insisting fatigue didn't come into play. "I feel pretty good actually. ... I just played really poorly today."

There had already been four two-stroke swings between Dufner and Johnson before that fateful 15th hole.

Dufner drove into a fairway bunker before the shot that trickled over a ledge into the water. He then pitched his drop all the way over the green and missed a 4-foot putt for double bogey.

Johnson made par at the same hole where a day earlier his approach settled into a grassy clump only inches from going into that ditch. With his feet together to keep from falling over himself, Johnson's pitch from about 81 feet rolled only inches from the cup to set up a tap-in par-saver.

A hole earlier, Johnson had regained the lead with a 9-foot birdie putt at the 445-yard 14th after having blown a two-stroke lead.

At the 616-yard 11th, a straight par 5, Johnson's drive to the left hit a tree and ricocheted back into the middle of the fairway. He took advantage with an 18 1/2-foot birdie putt to get to 15 under.

Dufner wasn't as fortunate with his wayward drive, which settled under a tree. He had to punch a low shot around the branches before hitting his approach into a greenside bunker and two-putting from 23 feet for bogey.

But Dufner needed only one hole to get even again, with an 8-foot birdie at No. 12. Johnson hit his tee shot into a fairway bunker, then his first attempt out of there hit the lip and rebounded over and behind him. He settled for a bogey after a 90-foot shot out of the fringe settled about a foot past the hole.

Dufner and Johnson were tied at 14 under going to the back nine after Dufner's double bogey at the 386-yard par 4 ninth hole, where his approach from 103 yards hit just short of the green and rolled back into the water.

In a rare and still slight show of frustration, Dufner slapped his hands together when the ball came up short before his first double bogey in 147 holes.

It looked as if Johnson was the one in trouble at the ninth, when his drive settled in the rough. He had an awkward stance, with one foot in the bunker the ball just missed, when he hit his approach to 15 feet. And he almost made birdie, but the putt lipped the cup and rolled away.

After both started with disappointing pars at the easiest hole on the course, the opening par 5, there was a two-stroke swing at the 382-yard second hole that cost Dufner his lead.

Dufner drove into a fairway bunker on the left side, then three-putted from 28 feet for his first bogey on any of the first eight holes all week. Johnson made a 28-foot birdie putt to go in front by a stroke.

At No. 5, Dufner made an 8-footer for his third birdie of the week at the tight par 4 parallel to the Trinity River that is one of Colonial's toughest holes. Even after a frustrating tee shot into the rough at the sixth hole, Dufner regained the lead by rolling in a 34-foot birdie putt.

Johnson trailed by two strokes when his tee shot at the 188-yard eighth was way left before his short pitch shot missed the green and he bogeyed.

Divots: Hunter Mahan, No. 2 in the FedEx Cup standings behind Dufner, had three consecutive bogeys on the back nine and his only birdie in his round of 74 came on the last hole. He finished with a 282 total. ... The Coca-Cola 600 is NASCAR's longest race. At 600 miles, Sunday night's marathon is closer to an endurance race, designed to test the limits of both car and driver.

The teams have done their part, delivering cars that should withstand the rigors of 600 miles, but what about the drivers? The Coke 600 is unlike anything they experience all season long, especially for first time competitor Danica Patrick.

Patrick endured seven Indianapolis 500s during her tenure in the IndyCar Series but predicts that the 600 will test her like no other race has.

"For me, it's just a matter of staying focused, staying positive, and staying hydrated," Patrick said.

While mental health will play a role in determining the outcome of Sunday's race, the Coca-Cola 600 requires a physical health and hygiene like no other race, a fact not lost on Patrick. Her season-long diet consists of egg whites, oatmeal and light sandwiches.

"During the race, I will have a drink mix that's a blend of carbs and protein," Patrick said. "I managed okay in the 500 at Darlington last week, but it's going to be a fair bit hotter. Hydration is going to be the most important element."

Temperatures are expected to reach 86 degrees tonight placing an added emphasis on personal fitness. This plays right into the hands of Carl Edwards and Mark Martin, two of the most physically fit drivers in the garage.

Edwards has been featured on the cover of Health and Fitness Magazine while Martin is competing in Sprint Cup at age 55, both due to their extreme workout regimens. Edwards has a specialized training routine in preparation, led by his personal trainer, Dean Golich, and they aren't telling.

"Dean's given me some specifics instructions," Edwards said. "It's going to be a hot, long, race and while I'm not going to tell you what I do, I am prepared for it.

"All of these races are tough and sometimes the ones you think are going to be tough aren't as bad. There are some days you just don't feel as good and some of my hardest races have been ones that I didn't think were going to be that hard."

Edwards did give away one secret - try not to eat in the middle of the 600.

"They used to have a little snack box in my car, but I don't do that anymore," Edwards said. "This race is one that maybe if you had something to eat in the middle of the race it would be good, but you've got to be careful about eating something when you're under that much stress and you've got the belts tight and everything. I've learned that you've got to be careful about what you eat during a race, even if it seems really simple, so I just don't eat."

Minute by minute, Nasdaq chaos engulfed Facebook IPO

(Reuters) - Dead silence.

For nearly 20 minutes on the morning of Facebook Inc's trading debut last Friday, the line Nasdaq had opened up to keep traders informed about the social media company's $16 billion IPO had been mute. Well after the stock was supposed to have opened at 11 a.m. New York time, no one from Nasdaq was talking - and there was still no sign of trading.

Finally, at 11:28 a.m., an unidentified person announced that the shares would open in about 2 minutes. Nasdaq also said orders and cancellations were still being processed, according to several sources listening to the call.

Those crucial 20 minutes created confusion that turned into chaos over the next few hours as market makers - the brokers who quote bid and offer prices - struggled to figure out what was happening. They were rebuffed in their attempts to get Nasdaq to halt trading and sort out a growing number of problems.

A lack of communication and, some say, misinformation from Nasdaq may have been central to the failed debut of Facebook's shares. Market makers - crucial to the smooth operation of stock trading - were unsure about their exposure for hours. Investors were in the dark as to whether their trades had gone through, in some cases for days afterwards.

The turmoil caused the four big market-makers for Facebook's stock, Knight Capital Group, Citigroup's Automated Trading Desk, Citadel Securities, and UBS AG to lose around $115 million between them.

"There was very little if any communication from Nasdaq throughout the entire process," said Mark Turner, head of trading at Instinet, another market-maker based in New York. "As a matter of fact, we feel there was miscommunication."

Instinet said it also suffered a loss, though it wasn't specific other than to say it was significantly less than the $30-35 million reported by Knight.

The precise actions taken by Nasdaq officials last Friday are still unclear. Spokespeople for Nasdaq declined numerous requests for comment, referring Reuters to a status alert issued on Monday that outlined some of the problems encountered and some of the steps it took in an attempt to resolve them.

FIST-PUMPING

The Nasdaq call, led by Nasdaq Vice President Todd Golub, according to sources, was scheduled to last 2 hours from 10:15 a.m. to 12:15 p.m. to make sure that the exchange was keeping in close touch with the market. It is a normal event for a big IPO.

However, this call stretched into the late afternoon, as the most anticipated new U.S. stock offering in years turned into one of the ugliest.

The fallout from the events last Friday has become a continuing nightmare for Nasdaq OMX Group, which wooed the social media network for months and openly prides itself on its technology.

The result is another black eye for an exchange industry already suffering because investors not only lost confidence in the financial crisis but through the "flash crash" in May 2010 when $1 trillion in shareholder equity was temporarily wiped out in a matter of minutes.

Nasdaq CEO Bob Greifeld pumped his fist at the symbolic opening bell ceremony at Facebook's headquarters in Menlo Park, California next to Facebook CEO Mark Zuckerberg an hour-and-a-half before the company's stock was due to start trading. There were no outward signs then of the problems that were about to unfold back on Wall Street.

At 10:58 a.m., Nasdaq issued a notice that the Facebook opening would be delayed until 11:05 a.m. IPO delays of that nature are not unusual, especially with a massive launch like Facebook.

But then the revised start time passed without an opening trade on the stock. Minutes passed as traders waited. Nasdaq's next communication came at 11:13 a.m., when it noted in a terse emailed message to people who subscribe to the exchange's alerts that Nasdaq is "experiencing a delay in delivering the opening print in Facebook," with no other details.

Meanwhile, market-makers were receiving messages about their orders that later proved to be inaccurate. They say they were told during the period between 11:05 and 11:30 a.m., when the stock finally opened, that orders were still being taken for the opening price.

"Nasdaq representatives were stating right up until 11:29 that they were still accepting orders in Facebook for the open," said Turner of Instinet.

But that wasn't the case. Later, Turner said he was told that orders submitted up to 25 minutes before the opening were either canceled or not submitted into the marketplace until about 1:50 p.m. - more than two hours later. Other market makers received similar messages.

Behind the scenes, the massive order volume was overwhelming Nasdaq's systems.

Orders that were supposed to be processed in 3 milliseconds were taking 5 milliseconds, said one person familiar with exchange operations. This proved to be a major problem: In the extra two milliseconds new orders flooded in, thwarting the system's ability to establish an opening price for the stock and leading to a backup in unprocessed orders.

"This is starting to get bizarre," Wayne Kaufman, an equity market strategist at brokerage John Thomas Financial, said from the firm's trading floor on Wall Street, around 11:15 a.m.

Finally, the decision was made to put through a fix to the systems problem and get the stock trading. That move to a secondary matching engine used the order book as it appeared at 11:11 a.m. - but this meant new orders and changes in orders that came in later did not show up in the opening price. A matching engine is a computer that pairs bids and offers to complete trades.

Eric Noll, Nasdaq's head of transaction services, said in a statement earlier this week that the fix instead led to 2-1/2 hours of uncertainty during which brokers were unable to see the results of their trades.

TRADING HALT?

The stock opened at 11:30:09 a.m. at $42.05 a share. An investor looking at a quote screen might have thought the trouble had ended there. In reality, the problems were about to worsen.

After initially heading to a high of $45, the stock soon began to plunge towards its issue price at $38. Lead underwriter Morgan Stanley stepped in to defend the stock while some others - unsure whether their orders had been processed or not - backed away from trading or decided to sell.

If confidence is undermined at the open, people "pull back because their orders are essentially going into a black hole," said former Nasdaq Vice Chairman David Weild.

Clients were telling their brokers they had not received confirmation of orders - which normally come through in seconds.

"Multiple market makers called Nasdaq and asked them to halt the stock and said, 'You have a problem and it's getting worse,' and their response was, 'The stock is trading normally,'" said an executive at one market-maker.

It is unclear who would have the authority to halt the stock. Nasdaq would not comment on whether it considered such a move.

For market-makers, the chaos was particularly problematic because they didn't know what they and their clients owned, and at what price.

"Should I be selling stock, should I be buying? And what's my price point?" said another official at a market-making firm. "You just don't know, so you were in effect flying blind until 2 o'clock."

ANEMIC

The Nasdaq call had been a one-sided affair with the market makers apparently placed on mute by Nasdaq throughout. In a sign of how desperate the market makers were getting, they even attempted to ask questions which were probably never heard, said Turner, who called the information flow "anemic at best."

Nasdaq was telling call participants with questions to call the transaction services line. Some calls were not answered, and those who had their calls answered encountered delays of 45 minutes to an hour, the market-makers said.

Nasdaq posted few status updates. Shortly before noon the exchange said in an email it was investigating the delivery of trade execution messages. An hour later, it said it was still working on those issues.

Investors weren't sure if their orders had been filled, prompting some to cancel. That led to losses for market makers who have also, in many cases, compensated their clients for losses on delayed trades.

Finally, at 1:47 p.m. Nasdaq said it would electronically process all orders that were supposed to have been done at the opening price at 11:30 a.m.

That meant that more than 12 million Facebook shares traded between 1:49 p.m. and 1:51 p.m., one of the busiest periods for the stock that day, according to Thomson Reuters data.

But market participants say these trades, according to time-and-sales data, did not appear to be executed at the opening price of $42.05. Instead they were recorded at the then prevailing lower price.

"Those trades that came across at 1:50 should have had an indicator on them called a late sale - in other words, these are not trades that just happened, these happened two hours ago," said Joe Saluzzi, co-head of trading at Themis Trading in Chatham, New Jersey.

The barrage of orders added to selling pressure as it created the perception that a lot of investors were still trying to get out of the stock.

The stock wobbled around $40 a share for another hour when more sellers came in, dropping the price to near the $38 issue price - where it spent several agonizing minutes as lead underwriter Morgan Stanley defended that level. Facebook's shares closed that day at $38.23, but have since slumped and ended this Friday at $31.91.

The problems from Facebook's debut prompted Nasdaq to say on Monday that it was changing its IPO procedures, and would use the software it currently runs for its regular opening and closing numbers for future IPOs, rather than the software in place during Facebook's market launch.

That may not be enough for traders who feel burned.

Or, as one market-maker put it: "Why didn't you just halt the stock?"

Weakened Bud brushes Mexico's Pacific coast

(AP) PUERTO VALLARTA, Mexico - Driving rain pelted Mexico's Pacific coast early Saturday as a weakened Tropical Storm Bud moved by a string of laid-back beach resorts and small mountain villages south of Puerto Vallarta.

Emergency officials were on high alert for flooding and mudslides despite the storm's decreasing speed and power.

The National Hurricane Center in Miami, Florida, said that maximum sustained winds that were once blowing at 115 mph had slowed to 60 mph by Friday night. The government of Mexico changed the hurricane warning for the coast of Mexico from Manzanillo to Cabo Corrientes to a tropical storm warning. Hurricane watches were also discontinued.

Heavy rain started Friday night in Puerto Vallarta and rainfall was expected to accumulate from 6 to 10 inches in many spots. Mexican authorities canceled school in 11 communities expected to be hit by heavy rains in Jalisco state. Emergency workers prepared emergency shelters, many of them in empty school classrooms.

The state was placed on high alert as the storm center neared land, and emergency officials in Puerto Vallarta said they were closely monitoring villages that had been hit by flooding and mudslides in previous hurricanes and tropical storms.

But on Friday night the sea along the city's famous beachfront appeared calm. Swimming was temporarily banned as a precaution.

Rains and 6-foot high waves pelted Melaque, a beach town on the Bahia de Navidad, about 60 mph east of the sparsely populated stretch of coast where the storm's center was expected to come ashore during the night.

Category 2 Hurricane Jova hit the area in October, killing six people and flooding parts of Melaque and neighboring Barra de Navidad.

"There was a lot of flooding in the whole area, and we lost electricity," recalled Rafael Galvez, manager of the Hotel Bahia in Melaque. But this week, he said, only seven of his hotel's 26 rooms were occupied, and none of the hotel's guests were planning to leave.

Streets in some coastal towns were filled with water.

The hurricane center said the storm could brush land then make a U-turn and head back out into the Pacific. Rain, rather than wind, could be the big threat, with the center warning of the "potential for life-threatening mudslides" in steep terrain inland.

The government of Jalisco state prepared hundreds of cots and dozens of heavy vehicles such as bulldozers that could be needed to move debris.

A separate storm was pounding much of Cuba and the Bahamas on Friday. Cuba's civil defense agency reported that a French citizen, Alain Manaud, and Silvestre Fortun Alvarez of Cuba were missing after trying to cross rain-swollen rivers, according to the government's Prensa Latina news agency. It said a search for them was continuing.

An official at the French Embassy in Havana said Manaud was 66 and had lived in Cuba for several years. He spoke on condition of anonymity because he was not authorized to comment publicly.

The agency quoted government meteorologists as saying more than 20 inches of rain had fallen on parts of the central province of Sancti Spiritus.

The hurricane center reported that the system had about a 70 percent chance of becoming a tropical or subtropical cyclone.

Off the Atlantic coast of the U.S., there were tropical storm warnings for the Southeast coast from northeastern Florida to South Carolina as a cluster of thunderstorms gathered strength and was expected to become Tropical Storm Beryl over the Memorial Day weekend.

FOOD AND DRINK FAVORITE: chocolate olive oil cupcakes with ...

I've been trying to come up with words for a Valentine's post, and while I believe in the goodness of candied hearts and long-stemmed roses, I don't feel that my experience of life and love can be wrapped up in a roses-are-red monologue of sorts. Bittersweet is my word of choice these last few years: watching the day and night work things out together. They are fierce companions.

But I do celebrate. I am loved, and loved well. This heart has some broken and torn pieces, but we have learned to mend, and protect the delicate. We have watched the sun cast shadows, and we have walked through them, hand in hand.

Chocolate Olive Oil Cupcakes with Goat Cheese Frosting and Pistachios

This recipe is adapted from Orangette, who adapted from Epicurious. The batter does need to be chilled for 30 minutes, so plan accordingly. This makes a lot of cupcakes - almost 32.



3 oz fine-quality semisweet chocolate
1 ? cups hot brewed coffee [or cold press, heated]
1 ? cups unsweetened cocoa powder [not Dutch process]
3 cups sugar
2 ? cups unbleached all-purpose flour
2 tsp baking soda
? tsp baking powder
1 ? tsp salt
3 large eggs
? cup olive oil
1 ? cups well-shaken buttermilk
? tsp pure vanilla extract

Preheat oven to 375 degrees. Line pans with paper liners.

Finely chop chocolate and place in a bowl with the cocoa powder. Pour the hot coffee over the chocolate and cover. Let sit for five minutes, and then whisk until smooth.

Into a large bowl sift together sugar, flour, baking soda, baking powder, and salt. In another large bowl, beat eggs with an electric mixer until thickened slightly and lemon-colored [about 3 minutes with a standing mixer or 5 minutes with a hand-held mixer]. Slowly add oil, buttermilk, vanilla, and melted chocolate mixture to eggs, beating until combined well. Add sugar mixture and beat on medium speed, until just combined. Chill batter for 30 minutes.*

Divide batter between pans, filling about 3/4 full. Bake 10 to 14 minutes, until a tester inserted in center comes out with the tiniest bit of crumbs.

Cool cupcakes completely in pans on racks. Remove and frost.


goat cheese frosting with vanilla bean and pistachios

This frosting is inspired by Always With Butter's birthday cake. It is creamy, dreamy goodness.


4 tablespoons butter, room temperature
8 ounces cream cheese, room temperature
8 ounces goat cheese, room temperature
1 tablespoon vanilla
1 vanilla bean, scraped
pinch of salt
2 1/2 cups powdered sugar
pistachios, shelled and chopped

In a standing mixer, beat butter, cream cheese and goat cheese until smooth and slightly whipped, about 3 minutes. Add vanilla, vanilla bean and salt, and beat until combined. Turn mixer to low, and slowly add the powdered sugar [about 1/2 cup at a time] until combined. Increase speed to medium high, and beat frosting until smooth and slightly whipped, 4-5 minutes. Frost cupcakes and sprinkle with pistachios, if desired.
